Zhonggong Petroleum & Natural Gas Co., Ltd. was officially established in December 2016, with its headquarters located in Chongqing. The company’s core business activities span the investment and construction of large-scale LNG storage facilities, integrated LNG applications, LNG solution development, international LNG trading, investment, construction and operation of city gas networks, as well as the development of LNG fueling stations, gas stations, charging stations, and marine bunkering facilities.


The company operates through a well-structured group of subsidiaries with distinct responsibilities. Chongqing Zhonggong Petroleum & Natural Gas Co., Ltd. is dedicated to project investment. Youyang Zhonggong Youdong Petroleum & Natural Gas Co., Ltd. focuses on the construction and operation of township gas networks in the Chongqing region. Zhonggong Natural Gas (Shandong) Co., Ltd. leads the investment and development of the Qilu Energy Port · Heyun Smart Storage, an LNG integrated utilization project in Shandong Province. Zhonggong Petroleum & Natural Gas (Yunnan) Co., Ltd. is responsible for the Yunnan LNG Peak-Shaving Reserve and Southwest Sub-Center. Zhonggong Gas Sales (Shandong) Co., Ltd. and Zhonggong LNG Storage & Transportation (Yunnan) Co., Ltd. spearhead the company’s international LNG trading activities, reflecting the enterprise’s comprehensive layout and strong operational capacity.


Proprietary Technology


The company has independently developed and patented its High-Pressure Jet Liquefaction technology, which has maintained a globally leading position for four consecutive years. Zhonggong Petroleum has successfully executed projects such as the Youdong Township Gas Project in Youyang County and the Laifeng Natural Gas Pipeline and Township Gas Supply Project in Hubei Province, ensuring the “last-mile” connection of natural gas to end-users. At the same time, the company is advancing a series of key projects, including the Qilu Energy Port Haiyun Tonglian LNG Integrated Utilization Project in Shandong, the urban and rural gasification and shale gas utilization initiative in Weixin County, Yunnan, the township gas program in Liupanshui, Guizhou, the coalbed methane recovery project in Shanxi, and the LNG peak-shaving storage facility in Xuanwei Industrial Park. These efforts underscore the company’s commitment and contribution to achieving China’s dual-carbon goals.

Key Projects

The Qilu Energy Port Heyun Smart Storage project, invested and developed by Zhonggong Natural Gas (Shandong) Co., Ltd., is a provincial-level LNG integrated utilization project in Shandong. It comprises LNG peak-shaving reserves, multimodal LNG tank container logistics, and LNG cold-energy utilization, and has been included in Shandong’s major project portfolio. Phase I of the project covers approximately 200 mu of land and includes the construction of natural gas liquefaction units, LNG storage tanks, loading and unloading facilities, auxiliary production facilities, administrative offices, and a cold-energy cascade utilization system. Once operational, Phase I will support an annual LNG demand of 1.2 million tons. The project is being developed in three phases.

The Yunnan LNG Peak-Shaving Reserve and Multimodal Logistics Centre project, undertaken by Zhonggong Petroleum & Natural Gas (Yunnan) Co., Ltd., integrates LNG peak-shaving reserves, multimodal LNG tank container logistics, and a liquefaction plant. It has been listed as a key provincial project in Yunnan. Covering an area of approximately 300 mu, the project will include natural gas liquefaction units, LNG storage tanks, loading and unloading areas, auxiliary production facilities, administrative offices, and a cold-energy cascade utilization system. The design capacity of the project corresponds to an annual LNG demand of 800,000 tons.
